Mr. Parnell has worked as a consulting designer and general design engineer for over 42 years, in the states of NC, TX, FL, and AZ.
He has consulted for numerous electrical, mechanical, environmental, architectural & civil firms throughout the years as a general, multi-disciplnary design engineer.
His lifetime experience includes general design and engineering in: electrical transmission and distribution, electrical substations, GIS systems implementation and analysis, manufacturing and automation, process piping, transportation (roadway and bridge), commercial architecture and space-planning, and environmental (mining and geotechnical).
He is a licensed Professional Engineer in the state of North Carolina, with a list of clients which is long and prestigious; including:
NCDOT (GIS Branch), Raleigh, NC – GIS Consultant in the development of the NC state Roadway Inventory System. This seven year project involved project management of the base-mapping, attributing, CAD work, spatial analysis, and integration of 36 of the 100 counties within the state of NC, into a statewide GIS roadway management and inventorying system. Built in the 90’s, this GIS digital infrastructure was one of the first of it’s kind, (for one of the 2 state which contain the most miles of state-maintained roadways in the nation.)
Wake County Public School System – Consulting designer on 48 separate schools within the WCPSS group of public school facilities. Design work included space planning, site layout, and property accounting for these public facilities.
Hager-Smith Design Architects – design and space-planning consulting on a wide variety of commercial, mixed-use, and retail businesses.
Briar Creek – design on a 2$ billion, 2,000 acre, master-planned community consisting of a mixed-use variety of the following: large and strip retail, single family and multi-family residential, and senior living. Includes miles of greenway and lushly landscaped scenery within the heart of Raleigh, NC.
IBM and associated vendors – Over the years, Mr Parnell worked within the electronics and manufacturing industry in the Research Triangle Park, and Austin Tx semi-conductor and manufacturing automation hubs. Work including: food automation systems (Glacier 2000), Ion-implantation laser equipment (Eaton Corp.), Cleanroom facilities for pharmaceuticals and aerospace.
Pharmaceutical and Bio – (Research Triangle Park) – work in this field included cleanroom facility design and process piping systems design for Bayer, Peak engineering, Mallinkrodt, and NCSRT (osmotic membrane, blood filtration equipment).
United Launch Alliance – design work on Cleanroom facilities for the manned Orion project.
Roadway and Bridge design engineering – worked on a variety of roadway corridors, and bridges within the NCDOT state-maintained transportation system, as well as military road corridors for the Corp of Engineers (at Camp Lejeune and Pope Air Force Bases.) Railway projects included roadway crossings. Clients included various private transportation firms within the Raleigh-Durham area. Bridge types included: steel girdered, prestressed concrete girdered, and heavily skewed designs.
Greenway trailway design – Camp Lejeune, 8 mile pedestrian trailway system with various pedestrian bridge integrations.
Electrical Substation – Over the years, Mr. Parnell has worked on over 200 electrical air-insulated substations, for clients such as Austin Energy, Duke Energy, Carolina Power and Light, Piedmont Electric Co-op, Booth and Associates, ABB, and more. In addition, he has worked in Transmission and Distribution, as well as Protection and Control and Nuclear Power plant design for many of these same clients.
Environmental – Work history in this field includes: Mining, Groundwater monitoring, Phase 1 and !! Site assessment, Brownfield site analysis and testing. Clients included: Skelley and Loy, KCI Tech, Atlantis Development, and more.
